The power steering is leaking, i know in some cars if i let the rack go empty for along time it will actually sieze the rack causing the car not to turn, if i disconnect the pump and remove it will it be ok to drive like that?

I let mine go without the belt on it for about 4 months or so. It worked my forearms quite nicely. A tiny bit will be forced out of the pump while you're manually turning the wheel, but it won't leak as much.

I've run without a powersteering pump for three years now with no problems.
