PC's don't have the hardware to do that kind of thing. I've run an ECU on the bench before, basically you'll need a couple of frequency generators (CAM signal, MAF signal) and some adjustable resistors for the other sensors. A two channel or better scope is needed to test injector/ignition outputs, while LEDs could be used for testing most of the other outputs. The only thing you'll need a PC for is to run a logger program, or you could use a PALM.
