2g boost problem, wont go higher!!!!! Options

I have been trying for a couple of days now to try and turn my boost up to around 13psi. I have two MBC's and neither of them seem to let it go any higher than 10 psi. I was running 8 psi with the stock boost contoller and ever since i installed the MBC's it only goes to 10. I dont know if there is something Im not doing right or what. The vac lines are as follows:

wastegate
> teed into one and to one side of the BC
lower intercooler pipe

BOV
> teed into one to the other side of the BC
Intake manifold

this is how it was when it was hooked to the stock BC, so either Im retarded and didnt do it right or their is a different problem.

THe boost controllers are SBRacing and Agency Powers. Not anything homemade.

Please help I wanna turn my boost up a little more.

A few things come to mind:
1.) Did you try to install them in reverse of what you were doing? Just to make sure you hadn't scewed up the way you install the mbc's
2.) You might already have a boost leak somewhere. Stock BCS should be around 10. You should perform a leak test to make sure.
3.) To verify your boosting with no problems from them, hook a straight line from the compressor outlet to the wg and see what's up. If you are still around 10, you definately have a leak, or your wg is crap. the spring resistance in the wastegate is 14psi

The way you wrote your setup confused me a little, so check that out.
