Here is the sellers reply to my question on the shipping price. This makes for a fairly reasonable total of $398 considering $500 plus shipping is the norm.

Marcus. If you seriously want a fairly cheap carbon fiber hood, nocones (Dan) from CII does custom carbon fiber work. Hes a very nice guy and from what ive heard does good work. Hes building a 13B'd midget for his 2003 shootout car.

He's been really busy with the midget I think. Hes always doing welding and stuff like that for people and I dont see him on CII very much anymore. I wont personally see him until at least the end of august for the autocross, so I'de say keep PMing him or try to call him. Good luck.
