The radiator fan problem could be due to a faulty temperature switch at the bottom of the radiator, but that wouldn't explain the blower. Do the fans turn on if you turn on the AC?

Have you tried to hot wire the fans so to speak to see if they will run on there own to make sure it is not the fans?? just a thought cus it sounds like a relay somewhere or a comp failure!
