Car is running great. Clutch feels alittle strange. Very soft at first then hard to push down. But I have been fight this AVCR since I got it 4 years ago. All the vacuum lines are in correct but the boost is set at .30 and 30% duty and it boosts up to 1.16 then holds. I have a ported 14b by the way. Any advice on maybe one of the setting that I have messed up or something. Trying to set the boost as low as possible during break in.

Never ran one. For the ultimate temporary low-boost situation, connect the reference port directly to the wastegate.

It'll go:

reference port--------vaccum line--------wastegate actuator

So you are talking about connecting the nipple from the jpipe or the exhaust manilfold (line that goes to the BOV ) to the wastegate actuator

The J-pipe should have a seperate line than the BOV. To help you out, here's how your vaccum lines should look:
----- =vaccum line


Inake manifold boss-----------BOV

J-pipe boss-----------(insert boost controller here)---------wastegate actuator

In this case, we want to exclude the boost controller to get the wastegate to open sooner so that we see the minimum amount of boost possible.

I hooked the jpipe line to the wastegate and the car ran like crap and still boosted to about 15 to 17 pounds. Any ideas? I need to hold about 8 to 10 psi

You may need to check to see if you're wastegate actuator is working properly. It sounds like you may not be venting enough exhaust gas through the wastegate to keep your boost down.

You could also be experiencing some creep. What turbo and exhaust are you running again?

And make sure your vaccum line does not have any holes or cracks in it too.

Ported 14b turbo with 2g o2 housing with a 3in down pipe to a 3 1/2 exhaust tanabe with a test pipe

Hmm...nothing out of the ordinary. I'd use a hand pump to check your actuator if possible hook a pressure guage in parallel with it so you know at what pressure your actuator is... actuating.
