Need some help. Options

Well here is the deal. I am going to look at a car later this week. It is a 1990 gsx. I gave the guy a call today and asked him about the car because the posting said it had a lot of after market parts but the car was not finished. So when i talked to him and asked him about the car he didnt really seem to know too much about it or the upgrades. He said that the upgrades were as follows cams,turbo,header,tial wastegate,fuel pressure rgulator,slotted rotors,boost controller,and more. He said that all of them were already installed but could not inform me of what the turbo was because he said it had been upgraded before he purchased the engine. I did however find out that he bought a newer engine for the car and that it was in the car but that it just was not hooked up and that besides it not being hooked up that it needed an ecu and exhaust. Basically what I am asking for on here is if there is anyone here that would be able to wire the engine up and get it running basically and about how much it would cost me. Basically im trying to figure out the overall cost of the car once i got everything done to be able to see if i could afford it. If any of you could help me i would really appreciate it.

If the turbo really is upgraded, not sure if it is or not, or if the old one just didnt work and it was replaced, but if it is upgraded, would i need to get a custom down pipe made? I know when one of my buddies who had a 2g gsx upgraded to a 16g he had to have a custom down pipe made to fit, basically just wondering if i would have to do that or if i could just buy a 3inch gsx downpipe and it would work. I figured as far as the exhaust went i would just go ahead and purchase a turbo back exhaust since i would need to get one n e ways.
