Wow! That's a alotta boost with no load on the engine. Don't know if its possible or not. Do you trust your guage?

Is it an old one or a new one? Chances are if it's an older one the spring inside isn't as strong as it used to be and isn't giving a solid reading. There are threads about this on Tuners.

A 2 step (or stutter box) is just a second (lower) rev limiter for launching.

Typically a two step rev limiter will be triggered off of the clutch. With the clutch in your rev limit may be 5500rpms. With the clutch out it would be the stock rev limit or in your case perhaps non-existant.
As far as the initial topic of this thread I don't think that a 2 step/stutter box setup would affect the amount of boost being created. -------------------- Fast & Furious on the outside...DSM under the hood!!!

You'd know if you had a two step, because you'd have to run a separate wire from the clutch switch to the ECU for it. Like Spyder said, even with one, I find it hard to believe you could make 13 pounds with no load on the engine, unless you also had some kind of antilag programmed into the ECU as well.
